In short: no.
In slightly longer: No, they do not. I know that this is where we are sent to report problems with our games, but I'm afraid that the idea behind answer HQ seems to be that the community will sort out its own problems.
A little frustrating, but there you go.
Have you got any saves other than the autosave from the winter palace? Maybe loading one of those will fix the problem?
I only own the pc verson, so i have no idea if it is even possible to make manual saves on consoles.

I can't talk to anyone and when I evesdrop, I can't hear anything. Restarted several times. Can't seem to fix it. Basically I can't advance the game right now.
