There's a sticky thread at the top of this forum about this issue. It's most likely caused by your antivirus software. Either disable it, or set an exception in your antivirus software for all Origin and Dragon Age Inquisition folders.

It is unfortunately not due to the antivirus software. My friend came round and tried that already.
