Gamestop digital download and the console / toolset

I recently downloaded the Dragon Age Origins Ultimate pack from the gamestop app.  I was looking for a way to install the toolset and/or activate the console in game.  When I try to run the toolset setup, it will not recognize DA:O as being installed.  When I tried to activate the in-game console, I found that the files that needed to be modified are not actually in my game directory.  Has anyone else had these issues?  If so, is there a known solution?
