I have this same problem, though I don't know what my FPS is. Lowering the graphics settings helped a bit, but even at the LOW preset, everything's sluggish. I'm currently running HIGH or MEDIUM settings for each item. Will try lowering Terrain and Vegetation to LOW and see how it goes.

That's strange since you're somewhere between minimum and recommended for specs. There is a framerate test built into the game you can run. I believe it's under the Extras menu.
