Health potion glitch DAI

I would drink a health potion and my health potions will go down but my health will not go up! I tried going back save files and it was still the same, I even uninstalled the game a reinstalled it. Still won't work

So I decided to restart the game as a new play through and everything was fine until the health potion glitch was back, it wasn't too far into the game so I restarted again. And the glitch came back!

Please help as the game is basically unplayable now!!
