How did you disable the mods? I believe with DAIMM you have to merge mods into a new patch file, so did you disable then, then click the merge button?
Could you also attach a dxdiag file? https://help.ea.com/en/help/pc/how-to-gather-dxdiag-information/

I disabled the mods by going into the mod merger, disabling them, and then merging, then verifying the files in Steam.
I also tried the steps in this post: https://forums.nexusmods.com/topic/5274540-can-i-skip-here-lies-the-abyss-somehow/
That didn't work, and I reversed everything that I did.

Does the bug repeat if you reload from Adamant Fortress and try again?

Reloading would also be my next suggestion. Make sure to disable mods before reloading.
Clean booting is also a classic troubleshooting step. This launches your PC with minimal background processes (in case your problems are caused by outside interference). https://help.ea.com/en/help/faq/how-to-clean-boot-your-pc/
Worst case scenario, upload your save file and I could try it myself. If I don't have the bug, I could play past the bugged segment and send you a new save file.- 10 months ago
Thanks for this, I've been trying the clean reboot but for some reason the game won't launch at all when I do that. I tried the first section in the link you shared, steps 1-8. DA:I wouldn't launch. I think it's bc EA wasn't working and I wasn't able to repair it. Then I tried the next section in that link, "I'm still having trouble with my game", and there I was able to launch the game but the glitch was still happening. I'm continuing to play with the clean boot to try and isolate which programs are causing problems, if any, but it's time consuming.

I really appreciate offering to take a look at that, I'm beginning to think I might just not be able to finish this save which is frustrating because I'm not even confident that this wouldn't happen again.

Ty for replying! It does repeat if I reload from Adamant, and it repeats if I reload from before starting the war table operation that leads to Adamant. Here's a list of what I have tried so far:
- Disabling mods through mod manager
- Verified integrity of files in steam
- Started from earlier saves before entering adamant
- Started from earlier saves before entering adamant with different party
- Just swinging wildly in the area in case the wraiths are just invisible idk
- Talking to Justinia again but she’s not interactable
- Uninstalling and reinstalling the game entirely
- Going back to try to choose default Hawke in case that was the problem somehow and it still gave wrong voice so scratched that (I also have the bug where I chose custom Hawke and the voice is wrong and since the bug appears when Hawke is supposed to speak I thought that could help)
- Walking away from Justinia after dialogue ends and going as far as I could and coming back
- Having Solas fade step into barrier
- Turning computer off and on
- Using save editor to try to indicate that a sacrifice was already made in the fade to try to force complete the quest, didn’t work, so I reverted to my “safe” save I didn’t experiment on
I'm going to try clean booting next.
