Hotkey for selecting next/prev character on inventory and characters screens?

Sometimes, F1-F4 allow us to cycle through characters while viewing the inventory screen. However, usually that doesn't work, especially when we're at Haven or Skyhold, where there is no 4-person party.

Is there another way to quickly cycle through characters without having to click on the < and > arrows in the upper right?

I'm more of a controller guy myself, but a quick check with my KBM-using DAI-obsessed comrade has it confirmed that you need to use the arrows.

I can't say as to what it is, however there has to be a way to do it. On PS4 the d-pad up and down function exactly as you have described, so there must be a PC equivalent command.

Apparently not. Pad-to-KBM isn't precisely 1-to-1 translated, so "next/last character" doesn't seem to have been put in.
