How do I get rid of the "Console" Command Menu on PC

I'll be playing the game perfectly fine when all of a sudden a menu labled 'Console' pops up. Suddenly my keyboard is completly useless & I have to rely on just my mouse. At first it was fine 'cause ...

didn't help me problem still persists even if I'm using my controller. I'm pretty sure that having a controller plugged in is what is causing it in the first place.
