How to close command console on PC?

How do you close the command console which is summoned by "~"? I've got to use ALT-F4 to close the game to solve it. It's annoying to me in SP but very annoying to the entire squad in MP. Hitting "~"...

I dont' recall needing to press "enter" before or after pressing the "~" key.

"~" opens it and pressing "~" again closes it....as I recall.

It's the same key you use to open it. Maybe you have to press enter first so it doesn't assume you're still typing.

Nope, no dice.
I've tried the
enter" "|" "enter" and "enter" "~" "enter", neither works for me.

The only solution remains the nuclear option: ALT-F4.
