How to enter the "one halla" door in the guest garden?

Need advice in Dargon Age Inquisition why the guest garden door that supposedly requires one halla statuette to open will not open even though I have two statuettes? Without getting through this door the game cannot continue. Is this a glitch? Has anyone else encountered this problem?

Any information will be appreciated.

Is this right after you climb the wall at the caprice fountain? I believe that's the only mandatory halla door and there's a halla statue somewhere on that balcony on the other side.

Keep in mind that halla statues aren't reusable, so if you collected two before and opened doors with them, they're gone.
