How to get better performance/smoother gameplay for those with Low FPS on PC
[This method only applies to NVIDIA cards]
Limit your frames to 30! yes, that's right, just cap it. 30fps on this game is suprisingly smooth even with vsync on. If you're playing on a fairly decent 60hz screen laptop like me and can only run DA Inquisition with really inconsistent frames jumping around from 50 dropping to 18 on HIGH settings and stutters on low frames, heres what you can do:
1.Origin library>right click inquistion>properties & copy command line:
-GameTime.MaxSimFps 29.99 -GameTime.ForceSimRate 29.99+ -GameTime.MaxVariableFps 29.99
(note that cutscenes are already capped at 30 so the "Sim" commands are actually meh, but i did it anyway)
2.Open notepad and copy: RenderDevice.RenderAheadLimit 2 OR 3 ,save as "user.cfg" and put it in your Origin Games>DAI directory folder. this will queue extra frames so it feels smoother while playing on low fps. (No input lag for me!)
3.Nvidia Inspector (download here http://www.guru3d.com/files-details/nvidia-inspector-download.html) and use these settings:http://i.imgur.com/tEwzjEh.jpg the rest is default.
4.Open Nvidia control panel and have your Power management on "Prefer maximum performance"

In game graphics:
Mesh Quality-High
Tessellation Quality-High
Texture Quality-Ultra
Shadow Quality-Medium
Terrain Quality-Medium
Vegetation Quality-High
Water Quality-High
Post-Process Quality-High
Ambient Occlusion-HBAO
Effects Quality-Medium
Post-Processing Antialiasing-High
Multisample Antialiasing-Off
- For fps increase, turn down Mesh. Tessellation and Shadow also works. ..or just turn down everything if you want. FPS drops only happen when there are lots of NPCs in an area, such as when you first arrived in Haven! Mouse camera panning stutters still exist below 22fps but it should be a little smoother now and the lowest fps i get with these settings is 17fps. Above that is still very much playable OK.
Display: Vsync - On (Off if your monitor is 120hz or higher)
Controls:
Camera movement: Keep low
Mouse movement sensitivity: Just below half
Mouse smoothing: 3 or 4 notches up to reduce major panning stutter on low fps
Specs: Lenovo y410p, Intel i7, 8gb ram, GT 755m, 1366x768 resolution
Hope this helps! If not, then bye.
