I'm not sure if the EA cloud is used when you launch the game from Steam, but if you launch the game on your new computer and there are no saves downloaded to your device, then there are no saves in the cloud anymore and there is no way to to access this saves in any other way.
The cloud is a quality of life feature, not a reliable backup source, so if you care about your backups, you should back them up manually.

I don't understand you. Are you saying that EA never had cloud saves? Even Origin didn't have cloud save? Then why did origin complain at the time that the save files in the cloud do not match the local one, sometimes.
I found a screenshot from the Internet

No, I said if there are no cloud saves downloaded to your device when you first start a game, then there are no cloud saves available on the server anymore.
With EA app the cloud save feature is automated, so it either works right away or not at all, and if it don't works it is mot likely because there are no saves available in the cloud.- 5 months ago
holger1405 thank you for your answers. I was able to pull out a save for Dragon Age 2 from EA Origin, but the saves from Inquisition were overwritten by other saves, Ie the EA app erased my previous saves.
The reddit origin community helped me with this. And there are a lot of dissatisfied people there. Many people think EA app is a terrible app. Also, as a user I want to say EA app is a terrible app, erased saves from Dragon Age: Inquisition. Such a terrible attitude from EA to players and fans.
