How do you join conversations outside of cutscenes? There's a text bubble icon near the bottom of the screen and I can see options for what I can say, but I can't access the dialogue wheel for some re...

The dialogue wheel can show up without you starting the conversation. On PC I just move up to the person speaking and use the interact button. It then locks you into the conversation and you can use the dialogue wheel normally. Hope that helps.
