Hunger Pangs Quest does not work!

After getting the 10 ram meats, I can't give them to the NPC. I am not getting the option to hand them over and quest is unable to end.

How do I fix this on PS4?

it worked fine on xbox 1. IDK what to tell you there.

I had the same issue. It was because my weapon was pulled. Discovered it when i changed to Cassandra. She put her weapon away and then I could give the guy the meat.
