I can't attack enemies, and enemies won't attack me. Can't use skills either.

Did you find a solution? I am having the same problem I have tried uninstalling the game and reinstalling, removing all mods, tried launch through compatibility mode.(I am running Windows 10) I noticed it only affects the main game dlc and mod campaigns work fine.
