I've been having the same issue. My PC's only a few months old and it's performing perfectly, stable 60 fps no problem in Apex and other games.
But sometimes Apex will just absolutely suck. Even on the menus. Restarting PC fixes it 100% of the time but no other games take a performance hit like this. I can even run one of them in the background WHILE Apex is * itself. It is absolutely something to do with how Apex is running on my machine, can't be any sort of general performance issue.
It seems to happen if I've woken my PC up from sleep, but it has also happened in other circumstances.
Specs:
AMD Ryzen 5 2600
16 GB RAM
MSI Radeon RX 580 8GB
Same issue here !
Goes away only after restart, couldn't find another use case.
Config :
Ryzen 2600x
Gtx 1660ti
16go ram
For those who have the issue : have you messed around With overclocking ?
Any help would be much appreciated !

Also, do you guys have several screens connected ?
I have a couple of PC monitor and a TV connected to my PC. Seems like the issue only occurs when playing in the TV (LG C9).

For anyone interested, I think I found the issue.
Seems related to bluetooth for me.
When no controller is connected, I have fine fps. When I connect a bluetooth controller, fps drops.
Rebooting indeed does the trick but unplugging bluetooth receiver and plugging it again (if you have a dongle ) seems to work too. Easier than reboot !
