It's gone right now and there's nothing in that space at all. I'm not all that far along in my game. And, no, I don't have Eagle Eye just yet.

Same here, it appeared for me, but didn't have free advisors so levelled up and completed some missions and it vanished, haven't had bianca gift mission appear and have not chosen the Eagle eyed perk yet.
