There used to be something called Omega drivers for older Radeon gfx cards that effectively let you use newer drivers on older hardware but last time I had a AMD/ATI graphics card was back with the 4870. I would do a google search and see if there are any hacked (Sounds bad but not hacked in a bad way) drivers that you can use to fool games into thinking you have newer hardware. Unfortunately that wouldnt solve the issue of not meeting certain requirements like shader version and so on.
Out of interest, which gfx card do you have and have you attempted to update with the latest AMD drivers?

Running on 7950, I have really good computer I think I can get avg about 45 fps having most options on ultra but I'm trying to manually downscale without using the user.cfg command if that makes any sense :X

Catalyst 13.12 or later is required to play this game. You need to update your drivers.

Im sorry but I really dont know what you are trying to achieve. you wont be downscaling anything. All you will be doing is hurting your performance. Just get the min driver required if you must. I have a GTX 770 Jetstream which is factory clocked and I played on Ultra with MSAA off but that was pre patch 2 and post patch 2 is pretty impossible to play even on low settings because of stuttering, freezing and crashing. I would just wait it out until they release a patch.
