Is there a reason the Battledress of the Provocateur is no longer available?

So, I have installed the Dragon Age: Origins Ultimate pack, and everything is is working great.  Except, during the DLC "Leliana's Song", I am at the chapel, have collected all 6 pieces of the "Masterwork Leather", and it will not give me the Battledress of the Provocateur, or the Provocateur achievement.  Is this no longer available?  If not, what am I doing wrong?
