Is there any side effect for using the 30 fps fix?
I know i have to create the character before using it and i know it breaks the multiplayer, other than those 2 problems is there any other problem if i use it?

Those are the only known problems. It's impossible to know how it affects the game in a broad scope until more testing has been done, but it's been recommended by BioWare that you do not alter the command line in any way.
