Keep not working

Character limit but my 2nd account I had custom State on is not syncing in game

Edit: I started playing 2018 on PS, I didn't know I had account so made new one in 2023. 2nd account uploaded World State perfectly fine. Just finished playthrough today. Now a new State is not syncing. I am confused on where my achievments are, golden nug data, etc. Bc no achievements on account 2. Original account only has 6 year old default State. I just want to play this new World State, it shows synced on the Keep but making a character syncs 2023 State.
