I had a problem with this quest too, lol, but it's usually in the viscinity of where the marker is or close to it. Do you remember which area the letter is supposed to be in? Because I remember not being able to find a letter just to find out that I wasn't looking in the right area ; _ ; !
I believe it is in the area of the Western Ramparts. I checked a video online and it seems to be next to one of those launcher things. I went there and I didn't have it there. Then again I may just be blind seeing as these areas are HUGE and the glow from finding items is hard to see.
