I've had the same problem. I've also gotten the same answers here (https://answers.ea.com/t5/Dragon-Age-Inquisition/Legacy-Thrones-in-Skyhold/m-p/4681705/highlight/true#M57188) or here (https://answers.ea.com/t5/Dragon-Age-Inquisition/Legacy-Thrones-not-showing-up/m-p/5139911/highlight/true#M64059), which is basically "too bad, so sad" and that's it. If you find a solution, or get one from someone else, please post it back on here!!!
EDIT:
I just found this link...I don't know if it is true (https://forums.nexusmods.com/index.php?/topic/4811970-legacy-thrones/). Basically, the person said BW stopped uploading save data and the games can't sync. I have no clue if it's true or not. ☹️
