Love waits (Quest) - The Hinterlands (Area) bugged

After I picked up the letter from the dead body, the quest updated and said to "inform Berand of Vellina's death". However, the quest just leads me to the middle of no where on the map and nothing ha...

I had the same problem, it was showing it out in nowhere, but you will find him in the keep close by whit the cult where the rift is inside. 

He will be in the "tavern" area on the second floor, some mage bold guy, you can recruite him as a agent if you want.
