Solved

Main character will not level up past level 27.

My main character has enough xp points to level up but will not do so. Stuck at level 27.

    Correct.  27 is the hard level-cap in the game. 

    [EDIT:  Maybe that'll get changed with a patch before the "Trespasser" final DLC, but maybe it won't.]

    Thank you, for some reason I thought the cap was higher. Yes I'm hoping that will change with the next dlc. Thanks!

      Nope I bought the game of the year edition and beat it. The level cap is still 27
