Looks like it is the same problem I am having. similar circumstances, too.
Last played in June, using Mantle on a FuryX. Worked fine.
Came back to it on 9/7/2016 and found the same graphical problem in your screen shot (trying to attach my own). After poking around the forums, I tried deleting the ProfileOptions_profile, but all that did was reset it back to default graphics and DirectX. The glitch was gone, but so was the performance boost. Turning mantle back on and (of course) the glitch is back.
EDIT: In case it helps anyone with identifying the problem, I noticed that the glitch is more pronounced in brighter, direct light. If you are in shadows (under trees, for example), it seems to go away. If the (in game) sunlight dims (like going behind a cloud) it becomes fainter, but still visible. Further, the rings seem to orient towards the light source. (I haven't seen what it looks like in a cave or under torch light). I tried turning the graphics down to 'low', and the problem is still there. Different, certainly, but still present.
EDIT2: I opened an issue with EA and it was almost immediately escalated. I'll be back when I get any info from them.

What's your driver version? By latest I assume you mean 16.9.1?
You could try disabling the shader cache in the AMD settings. This fixed some shading issues for me in DAI and Witcher 3 but the downside is load times may be slightly longer. Also try doing a fresh installation of the latest stable driver. (I recommend 16.7.3.) With 'fresh' I mean you have to remove your drivers before installing new ones.
The sad news is that Mantle is no longer being properly supported. I used Mantle a while ago until it got broken on my R9 390 and gave me insane load times (2 minutes to Hinterlands vs 18 seconds on DX11). If you keep having issues, consider reporting them at http://www.amd.com/report

Not sure about OP, but right now I'm on 16.7.3. That was the latest, stable drivers at the time (as of 9/6). Did 16.9.1 come out in the last few days? Or is that a beta drvier? I tend to avoid beta drivers unless it seems necessary.
I can try a fresh install of the drivers in a bit. I haven't yet. I'll try it and report back in a bit.
When you say 'Mantle is not being properly supported', do you mean by AMD in general or specifically for DA:I? either one is annoying, I just want to know which you mean.
I know what you mean about loading times; I used to run a 295x2 and now a FuryX. In both cases, using Mantle resulted in loading times that were regularly about 20-40 seconds longer than DirectX, and initial loading (as in loading the first area of the first session of the day) could take a couple minutes. *However*, for me that was acceptable, since it provided some performance boost (especially in Redcliff village). Further, under DirectX there was horrible pop-in of not just textures but whole structures. Loading into skyhold's throne room under directX, for example, would reliably have nothing outside the door loaded, and the NPCs and furnature would be missing initially. All this would slowly pop in over the next 30 seconds or so, and would also be accompanied by a framerate hit during that time. Pretty clear the Mantle was forcing everything to load immediately, while DirectX was letting it start and trying to play catchup 'before you noticed'. Given the choice between long load times or 'frame drops and pop-in while the game tries to catch up loading', I'll take the long, dedicated load time. But to each his own.

I did a fresh install of 16.7.3 and tested Mantle in this game. I also got some shading issues, especially noticeable in the inventory menu. The 16.9.1 driver is a new driver. It's not in beta, but it's a non-WHQL driver. I uninstalled that one because I had an issue with another game.

I mean specifically for this game, though I haven't tested Mantle in any other game since I started getting these issues.

I do notice some asset pop-in in Skyhold with DX11, but that's limited to keep customizations. Missing NPCs was an issue I had when I first played the game on an R9 270X, even with Mantle, but that issue disappeared completely when I installed the game on an SSD.
