Masterwork Mortalitasi Staff Schematic looted or quested?

Hi, I have been farming the thing for hours on end but cant seem to be able to find it. Can some EA rep confirm this item can be looted from a random chest with t3 loot? Im starting to worry i have...

EA ,please fix the droprate on this. The same goes for tevinter longsword.

Questbugs like Draconology aswell....Its staking too long
