Could you please do a Clean Boot and then run a repair on the game (right click the game tile in Origin client)?
So downloading and installing this:

doesn't work for you?
Actually no, it´s not posibble to run the game.... It´s crazy, i have never seen somewhere some officially statement, why they did a mistake and how the wont to make it
Another solution ( sorry for my bad english! )
After you have installed the file NVIDIA:
go to C:\Program Files (x86)\NVIDIA Corporation\PhysX\Common and copy all of the files to the folder "bin_ship" of Dragon Age (where the gamestarter is located), e.g. C:\Program Files (x86)\Origin Games\Dragon Age\bin_ship
