Multiplayer and save file locking out (PS4)

I did a system initalization with my ps4 since I've been getting a CE-34878-0 error from the console. The fix for that error code was an initialization of the ps4 so I followed the instructions. After doing that, I loaded the disc, patched the game (to 1.01), and re-downloaded the free mount from the free code that came with the game. I also saved my save data in a flash drive and copied it.  

But now here's the problem:

After loading the game and connecting to the server, the multiplayer option is blocked out and it says "The portion of the game can only be accessed after full installation has been completed. Please wait for installation to finish and try again." Which is weird cause every installation is finished, as is the patch. Also, loading my save file (from before the initialization) and it also gives me the same message.
