Thanks for the details. This sounds like a bug rather than anything deliberate, and the other report I've seen on this was also a Deathward staff, suggesting that the issue is with the item itself.

Just to let everyone knows, after the patch the item got back to level 18 with 131 dps, thx for you all that worked to fix that!
