What system are you on? If PC, please try running a repair, then reload the pre-issue save. Right-click the game panel to get the repair option.

This is also happening on the Xbox one. By the time I realized it, I'm 20 hours past the last time I was able to pass judgement. What can be done?

That's exactly my problem too :/
No way I'll go back to that point - not sure I can recognize the save..
I'd love a fix for this..
