Never able to use Reaver's Rampage

The problem was that they forgot to enable use of rampage with one handed weapons. I have played today and this now works after the patch (PS4).

I just now finally came up with an idea: switching to a 2h weapon. That made it work.

Nowhere that I can see is this made clear. Is the Reaver supposed to be only a 2h weapon class or is this a bug? All other skills in the tree work with 1h and shields except this one.
