Please specify if your saves are pre-patch 5, or brand new ones created after you installed Patch 5. It's a pretty important bit of info, as some past bugs were known to be affecting only existing saves (0 AR for crafted armors bug, for example).
by reading my reply which is above yours you may notice just by locking at it at which was it ?

I just received a Amulet of Power for Varic and it worked fine.
It's a new save slot but the play is from patch 4 and onwards.
If that Varric's amulet was obtained via War Table ops, it doesn't count, as they're unaffected by the bug. Only the ones from loot and chests seems affected. Please specify where you obtained it.
- Don't know if anyone else has answered but I can confirm saves made after the most recent patch after which the Crestwood dragon does not drop amulet for Bull and no amulet for Dorian in the Still Ruins. This was on PS4.
