I've run into this problem on the PS4 version (verified in Temple of Solasan). I tried looking around the rest of the room to see if the Amulet had been moved to a separate chest, but no luck.
Update: Unlike the Temple of Solasan, the Crestwood amulet is available -- It looks like they just made it the only item in its container, to prevent the loot exploit. Perhaps they tried to use that solution on other chests, but messed up somehow? Or changed the locations?
