Resolved: Windows update was saying that there were no updates available. However, further investigation revealed that I was in fact not updated at all.

I was able to install the anniversary update by going to http://go.microsoft.com/fwlink/p/?LinkId=821403 (Microsoft Windows 10 Anniversary Update Link) and updating manually.

It seems like a rare case, but it's still good to have the info for future similar issues.
