No Krem in Skyhold Tavern - can't complete Captain of the Chargers

I missed the Haven era team additions (sera, blackwell and iron bull) but have now added sera and blackwell to my team since Skyhold took the place of Haven. 

I still have The Captain of the Chargers in my journal list to complete and it tells me "a messenger persists" and I read that in Skyhold Krem is in the tavern but there is simply no sign of him anywhere so I cant finish The Captain of the Chargers and add Iron Bull to my team.

Is there any reason why Krem would not be showing up in the tavern?
