I also have this issue. All of his cutscenes worked, and his personal quest completed, but he has no additional dialogue. The only options are romance questions, and saying goodbye. Before romancing him, only goodbye was an option. I can't help but feel like he should have things to say about the inquisition and companions like everyone else, and that this must be a bug.
