Did you try all the flirts before demands of the qun? to initiate the romance (or casual flirt) with Bull you must have flirted every chance you got before. I thought just like you, until after demands of the qun he went and talk to me, referencing the flirts beforehand.
Yes, I did flirt with him anytime I had a dialog option to flirt with him (before Skyhold). Also after the Demand of the Qun quest I flirted again in the cutscene between him and Cassandra. I thought this is it... and then nothing.
I'm guessing my previous romance with Dorian has blocked me but it doesn't make sense as I can still flirt and begin a romance with Cassandra and Josephine. I also can begin a romance (again) with Dorian (per the dialog option).
I was hoping someone else ran into something similar. Even if I can't romance him it would be fun to open up dialog (talk about the other companions) with him.

I THINK that if you begin a romace while you are romancing another NPC, it locks you out of the one you don't choose to romance. If you WAIT until you have competed the romance then you can begin another without a problem, letting you romance a couple per play if you so choose, you just have to break up with the completed BEFORE starting the next. I think....read that was the case a bit ago anyway, and that is my story and I am sticking to it.

Mcsupersport: I believe that is correct ... if you unwittingly/unintentionally transition from friendly/flirty into activating their romance side quest, it will usually (but not always) lock you out of the requisite friendly/flirty dialog choices needed to initiate romances with other followers, and the only way to get those choices back is to continue the romance quest that's active until you get a dialog choice that lets you either confirm/consummate the romance, or end it (revert to friendship).

BTW, I think people run afoul of the unintended romance activation with dorian because in addition to being a narcissistic snob, he's also constantly slipping into angry/sarcastic diatribes about his father and his homeland, and it's easy for players to mistake this anger as being directed at them, and so they try to calm him down by distracting him with compliments ... which always works laughably well (compliments are his kryptonite) with the caveat that if you do it too often you *WILL* activate a romance with him, and the game won't clue you in about it until a scowling Mother Giselle grabs you by the elbow and begins whispering about tricking or convincing Dorian to meet someone in Redcliffe.SpoilerHis romance quest involves having it out with his father about the events that forced him to flee home. It's basically a use or bury the hatchet situ with Daddy, and Dorian comes out of the closet --- the inquisitor must then decide to lock lips (Romance), shake hands (friendship), or flip the burd (unfriend him)...

How strange...however I precisely avoided flirting with dorian, so maybe that's why. That romance is a bit strange to unlock if you ask me.
