Northern Hunter loot is on top of tower

So after finally killing it I couldn't wait to get the loot from my dragon.

After looking around for ages I saw that the skull of the dragon (including the loot) was lying on top of the tower (the one behind the wyvern statue on the left).

There is no way I can reach it, I have tried casting ice barrier on it, because somehow magical attacks always have their start position on top of that tower when I'm near, but it won't fall of.

I've also tried reloading the area, even using the travel option so I would be sure it completely refreshed but without any luck.

Could someone please tell me how to fix this?

I would hate to kill the dragon again because it took me ages and for all I know it could spawn there again.
