Now in Skyhold - Haven fallen - I missed the Iron Bull quest, can I still do it?

I have read on a few forums just now that some people were able to still get the pre-skyhold characters after Haven fell so I am hoping bioware support can give me some info so I dont have to start again.

I know I didn't get Vivienne until after Skyhold, but not 100% sure about Bull. If you go to the beach in the Storm Coast are the Chargers present?

I know Krem normally hangs at the tavern in the corner by the stairs, try checking there? If he's present perhaps you can still pick up the initiation quest.
