Npc conversation glitch PC

In the past, perhaps...3 (give or take) hours of game time I have come across a bug that prevents me from having any conversation with any NPC. I can interact with them as usual, and then they say their opening line whilst the camera pans in on them, but no conversation options come up. This is preventing me, as you can imagine, from completing many side quests. I have about 58 hours of game time and I'm at the very end of the main plot.

Is there a fix?! Or am I myself doing something wrong?

1) if running any mods or command lines, disable them and restart the game.
2) repair the game in origin app.
4) have you finished the game??

If you have completed the quest "Doom Upon All The World" Inner Circle quests and companion conversations are no longer available in that game. That is by design, and not a bug or glitch.
