NVidia Optimus (GTX00M) Cannot Run in Fullscreen Mode

Even with Nvidia scaling set to full screen, the game still has the issue of "launching in the background". ie: I double-click the desktop shortcut for the game, the game launches, and I'm still at my desktop. I now have a flashing DA:I on my Taskbar. I have to either click it, or Alt+Tab into it. The game window initially starts (for about 1 second) in a small window, then switches to fullscreen mode.
