The fix in my case (Windows 7) was to set Windows text size back to "Smaller - 100% (default)" under [ Control Panel > Apperance and Personalization > Display > Make text and other items larger or smaller ]. Atter logging out (as prompted), and back in, fullscreen started working again. I have not read the entire thread to see if anyone else had already suggested this, but I hope this helps someone. I am *finally* running fullscreen with the latest NVIDIA drivers on my 2 x GTX970 in SLI at 4k!
It would help if you mention what version of Windows you are using as there are different drivers for Windows 7 and Windows 8/8.1
Btw, has anyone tried using Windows 7 drivers in Windows 8/8.1 to see if there is any difference?

I don't think these forums are moderated/monitored by anyone who actually works at Bioware/EA. They may occasionally post a forum thread/sticky though by my assumptions these forums are purely community driven (aka fans/gamers etc) with the occasional feedback from a customer support agent.
Your best bet is to get in touch with a technical support agent and follow through with troubleshooting until they can escalate the ticket to someone in the Bioware network.

Tip: Avoid using the selections "Updated recommendations based on your input" and simply click the "Next" button at the bottom. Otherwise you will be directed back to the user forums.Edit: There is a methodology to troubleshooting and it's important that they collect data according to a standardized procedure so that user error can be reduced to a minimum. You want some results, then you'll have to work for it. Submitting more "Me too"-posts in this forum is equivalent to complaining outside a courthouse where nobody can see or hear you - they may stick there head out and overhear you, though that would be by mere chance.
