Turned off Teamviewer and Disabled V-Sync. (Had to do both... if either is on, it won't work) Fullscreen every time. Good luck.

I guess you have a desktop or a laptop without Optimus.
On an Optimus laptop there is no way to make it run fullscreen on Windows 8, with or without Teamviewer.

Want to suggest fixes? (read this before you do please)
Not everyone has teamviewer, closing teamviewer CAN solve this issue for people who are using teamviewer, but obviously not everyone uses teamviewer.
