Offline world state import (connection issues workaround)

Hi, 

It is a suggeston, actually. There seems to be a huge number of people who simply can't connect to servers, so there's no preorder stuff and no custom world states for them. To us, that is. 

There is no clear solution on the items, although as the users have actually paid money for them, it is more of a legal issue. 

But for the world state, there must be a way to just download it from the Keep and import locally. Is it possible to conjure such a thing?
