Just adding my 2 cents.
win 7 64bit
16gigs Ram
eVGA GTX 780 SC
i5 3570k @ 4.2ghz stable for 2 years
soundblaster recon PCI-E card
This game had its performance issues before the patch, but i had found a nice comfrotable spot with settings on "High" with Textures set to Ultra, MSAA Off, Tesselation Off, Post Process Medium, Shadows Medium, SSAO.
Got 60 FPS except in Skyhold or other cities/villages/camps/keeps. I could handle that. The game was fine for me at least.
Now the game stutters every 5 minutes, whether I'm in a cutscene or battle or roaming around. Its a jittery, graphic interrupting stutter that just wasnt there before. The audio distorts sometimes when this happens as well. I have 70 hours played, I would have noticed! Its not game-breaking for myself but it is quite... bad.
I've done the usual, checked for background processes, not using any Overlays even for FPS measures, Anti-Virus disabled while playing. But now that I've found this thread, it appears it is NOT my system (phew!)

You have a similar enough set up/spec to myself and it's definitely not our systems. This problem is being largely ignored over in News and Announcements, with some users blaming our computers for the drop in performance. It has absolutely nothing to do with us, we were working fine before this patch. This patch essentially broke the game for me.

I had the hitching and freezing after the patch also. Using the work around didn't work at first but after restarting the game 3 or 4 times using the same settings and the same workaround I am now able to play without the freezing.
I use medium mesh settings and the command line argument I use is -ShaderSystem.ShaderQualityLevel Medium
Maybe something to do with the cache?
