Looks like I found the source of my stuttering/freezing/lags. It was a CPU usage. RealPlayer (sheduler and CloudService) taken 25% of a CPU usage
periodically. After disabling them i have fine smooth play like before Patch 2.

Ok, so everyone who has a 360 controller for their pc, try ending the associated process. My game was unplayable, crazy stuttering in the menu, game, everywhere, but when I did this it's smooth as butter. *
*So far.
EDIT: To clarify, that was the only other process taking up any noticable amount of resources. As serg998 said, try disabling other processes as well.
