I also have the same problem as OP , with one difference , Game was running very smooth on ultra setting before the patch , never had fps drops or freezing but after the patch it started and now I have random freezings happening almost everywhere ! ( in the main menu , dialogs , combat , character menu , running around , heck even when standing still ).
At this rate game is totaly unplayable .

OS : Win7 x64
CPU : i5-4670 3.40 GHz
Ram : 16 Gb
GPU : Geforce GTX 780 Ti (latest Drivers)
