I have the same problem with the CPU but I had no reason to check my CPU usage before the patch because it was running great. I played it in the morning on the day of the patch release and I had no problems with the performance and freezing. Then I went out, got back and patched it and all of a sudden I'm hit with all this.
I also can play other games without a problem. On high graphics. Without anything like I'm experiencing with Dragon Age at the moment. I can play Skyrim with High settings, Civilisation I've always had a problem on high graphics but that runs great on all settings Medium. This is with Steam, Origin, Anti-virus, Firewall, Skype, and Google Chrome running in the background...
But Dragon Age Inquisition is like nope nope nope nope nope.

Thought I'd add my name to the list of people who have experience huge stuttering problems ever since the last patch. From running extremely well on settings about halfway between High and Ultra pre-patch, I now get very regular stutters of 2-3 seconds even when taking it down to low settings. This can be during conversations, looking at the map, on the main menu or in the open world, it doesn't seem to matter.
Frame rate is still 50-60 fps most of the time, but the stuttering makes it pretty much unplayable. I get the same symptoms many have mentioned with CPU spiking to 99-100% (all four cores).
Tried a number of potential fixes suggested on the forums, none worked unfortunately.
Going from experience I am not expecting anything at all from EA, they have my money so why should they care?

I am getting great FPS when my CPU is not maxed out at 100%. Then is more like 5FPS.
I have tried so many of the "hey try this" options, but none have improved the maxed out CPU. My GPU is just sitting there waiting to be used.
Hmm, almost like my GPU is not being used and everything is attacking the CPU for time. But hey, I am a user, not a game programmer so I don't really know what is happening. Oh wait, yes I do.... The game can't be played. lol.
