My saves are saved to the cloud storage so when I reinstal, they're still there. But it looks like you'll have to wait until the next patch (if it fixes this) to play your saves. If you reinstall without the patch you can't play your saves.
Also I tried reinstalling again under the same conditions with everything off and it done the same thing. Feels a bit better, if you're not interested in the cutscenes I suppose it may be playable but I mostly play for them. If I can't watch them without interuptions then there's no point in me playing and if they can't fix it I'm getting a refund of the £60 pounds I paid for it. I'm not paying that for a fraction of a game.
